Law Changes in 2026

18 December 2025 - the day the Estonian President signed off on the most significant Gambling Act overhaul since 2009. These changes hit the statute books on 1 January 2026, and they touch everyone from operators to casual players.

Crypto-assets in bet definition. Crypto-assets are now officially part of the bet definition. This means crypto gambling is regulated under the same rules as regular money.

Stricter payment channel requirements. Remote gambling bets must now flow through EEA-licensed credit institutions, payment institutions, electronic money institutions or crypto-asset service providers. This reduces money laundering risks.
